Kaza studies urbanization patterns, local energy policy, and equity. Measurement and characterization of urbanization crucially depends upon defining what counts as urban. In one project, through analyzing the ways in which governments define urbanity, Kaza and his co-authors argue against the Indian governments’ estimates that only 31% of the population is urban as an underestimate of the level of urbanization in India.
